Uda City
ITOCHU Techno-Solutions Corporation
Uda City (Mayor: Kazutomo Kongo), Nara Prefecture and ITOCHU Techno-Solutions Corporation (headquartered in Minato-ku, Tokyo; Tatsushi Shingu, President and CEO; hereinafter “CTC”) have concluded a “Cooperation Agreement on Promoting Digital Transformation (DX)”. Aiming to have Uda City be a city that is “continually chosen” by its citizens and city officials, the city and CTC will work together to solve administrative and regional issues in Uda City and improve services for its citizens by utilizing digital technologies.
Uda City was chosen as a participant of a metaverse demonstration experiment that CTC was recruiting in FY2021, and held the first-ever municipal organized “metaverse networking event for prospective relocators”. In addition, in FY2023, the city and CTC conducted a demonstration experiment to encourage tourists to tour the area by using 3D maps and AI and improve their satisfaction with the city. We have worked together to promote and improve their DX as a cooperation between a corporation and a local government since then.
In order to maintain and improve the quality of administrative services in response to issues such as the declining birthrate and aging population, as well as disasters caused by climate change, the city formulated “the Uda City DX Basic Policy” in June 2024, aiming to have the city become a digital society. Under this policy, the city has been working to solve regional issues and create new values by utilizing digital technology and data.
CTC and Uda City will cooperate with each other to promote DX that will lead to solving administrative and regional issues in the city by utilizing CTC's "Hometown Co-creation Initiative CLoV (CTC Local Vitalization)". To this end, we have signed the cooperation agreement to work together on measures to address various issues, such as dealing with the shortage of manpower in the region, optimizing local transport, and improving the experience value for tourists.

About Uda City
Uda City is located in the northeastern part of Nara Prefecture, in a highland region called the Yamato Plateau, and the city area covers 247.50 square kilometers, accounting for 6.7% of the total area of Nara Prefecture. It is a small city whose 72% is in forests and woodlands although it has some flat lands, and the residential district is less than 4% of its entire area. Taking advantage of the natural environment of the highland climate, rich forests, and abundant sources of fresh water, many residents are engaged in agriculture, and Uda City is working on the “Green Food System Strategy”. In the fall of 2022, we became the first in Japan to make an “Organic Village Declaration,” and are working to promote sustainable agriculture and reduce the burden on the environment.
