ITOCHU Techno-Solutions Corporation (headquartered in Minato-ku, Tokyo; Tatsushi Shingu, President and CEO; hereinafter CTC) has been selected as a Smart Service Promoter for the Tokyo Metropolitan Government’s Smart Service Implementation Project for Solving Social Issues (hereinafter the Project), to support tech startups and promote the implementation of smart services.
CTC proposed a framework that enables people who need services to access the right information and services at the right time, and this concept was highly appreciated to be chosen as the Promoter. Based on this vision, CTC aims to offer more than 40 smart services over the next three years, contributing to the realization of an inclusive metropolis city that balances social issue resolution with tangible outcomes for a diverse range of Tokyo residents, including families with children, people with disabilities, and foreign residents.
As society undergoes significant changes—such as declining birthrates and an aging population, diversification of household structures and working styles, an increase in foreign residents, and accelerated digitalization—Tokyo faces a wide range of emerging challenges, including regional disparities and the digital divide. To address these issues, the Tokyo Metropolitan Government is promoting the Project as an initiative to advance solutions to the social challenges by leveraging digital services to create an environment where each resident can live in their own way, reduce the burdens of daily life, and resolve everyday concerns.
Under this Project promoted by the Tokyo Metropolitan Government, CTC will support adoption of advanced services developed by tech startups to serve Tokyo’s residents, while collaborating with a wide range of organizations, including local governments and enterprises. Through the initiatives outlined below, CTC aims to create both social values and measurable outcomes.
Provision of support with tech startups along every step for diffusion of smart services in the society
Leveraging the expertise cultivated through the regional revitalization and smart city initiative: Hometown Co-creation Initiative (CLoV: CTC Local Vitalization), along with our extensive experience and technical capabilities as a systems integrator, CTC works in collaboration with tech startups to promote the practical application and diffusion of smart services.
Beyond providing knowledge, technology, and funding, CTC offers comprehensive support essential to social implementation, including marketing, promotion, data analysis, and regional collaboration. By doing so, CTC acts as a partner that works side by side with stakeholders to jointly realize sustainable social implementation of smart services.
Continuous service offering and improvement connecting local communities and startups (ecosystem development)
CTC promotes the social implementation of smart services developed by tech startups by engaging a wide range of stakeholders, including Tokyo residents, local governments, enterprises, and various organizations.
By exploring partnerships—including collaboration agreements with local governments—and advancing horizontal expansion of visitor venue usages through cooperation with enterprises and various organizations, CTC works to deliver inclusive services to a broader range of residents. Furthermore, to enhance sustainability and economic viability, CTC fosters consensus-building among stakeholders through a hypothesis-driven approach, thereby promoting the development of a robust and resilient ecosystem.

About Tokyo Metropolitan Government’s Smart Service Implementation Project for Solving Social Issues
The Tokyo Metropolitan Government aims to realize "Smart Tokyo," a convenient and comfortable city utilizing cutting-edge technologies.
As part of the initiatives for this goal, the Project will support the social implementation of smart services for inclusivity designed to address social issues. By leveraging digital services to empower individuals, increase available personal time, and solve various challenges, the Tokyo Metropolitan Government aims to make meaningful progress in resolving social issues.

CTC has identified “Solve social issues through IT” as one of our material topics (materiality). As part of this commitment, CTC promotes regional revitalization and smart city initiatives that advance social issue resolution through co-creation with local communities. Utilizing the diverse expertise we have accumulated over the years, CTC contributes to regional development through the use of technology under our initiative of the “Hometown Co-creation Initiative (CLoV: CTC Local Vitalization)”.
